The City of Richelieu launches its new digital citizen space

An innovative collaboration with bciti+ that has resulted in an AI-ready query module
Richelieu, November 13, 2025 – The City of Richelieu invites residents to discover and download its brand new digital tool: bciti+. Thanks to this application, citizens can now stay connected to their city and its services at all times. With bciti+, all municipal tools – such as citizen cards, Amilia, and Biblio – are brought together under a single digital profile.
My City. My App
This single portal provides access to all municipal services using a single login, in a simple, secure, and user-friendly environment.
It also facilitates communication between citizens and the City by offering the ability to submit requests in just a few clicks.
Have you noticed a pothole, a road obstruction, or a broken streetlamp? Simply open the bciti+ Richelieu app and submit your request to notify the relevant department directly.
Residents can:
receive personalized notices and notifications;
view news, events, and collection schedules;
submit requests directly to the City;
access their digital citizen card.
Evolving and powered by the latest technological advances, bciti+ now integrates the foundations of artificial intelligence, giving the City of Richelieu a head start in municipal innovation and smart services.
An Innovative Collaboration
Committed to achieving the objectives of its strategic plan, the City of Richelieu co-developed with bciti+ a brand-new request module designed to encourage citizen participation and simplify communication with the municipal administration.
This innovation, conceived by the City and bciti+ teams and jointly tested by a focus group of citizens, aims to facilitate the processing and tracking of requests, while strengthening transparency and communication.
“The application was designed with our municipal teams and conceived to reflect our reality on the ground—both mobile and desktop. It helps us better meet citizens’ expectations, ensure clear and transparent follow-up, and communicate effectively at every stage of the process. This project required a great deal of work and adjustments, and we will continue to refine it in the coming months. We are proud to present this service to our citizens today.” — Manuel Bouthillette, City Manager.
Why is it different?
The bciti+ project in the City of Richelieu stands out because of:
native interoperability (connectors, APIs) with existing municipal systems;
ethical and transparent data governance;
a unified citizen experience, web and mobile, with a single point of entry.
For a simpler daily life and future
Citizens are invited to register on bciti+ today and request their digital card.
They can then personalize their notifications according to their interests. “bciti+ is part of a long-term vision of a smart city where technology supports innovation and quality of life. By leveraging the latest digital advancements, the City of Richelieu is improving its operational efficiency, reducing costs, and offering services better suited to the evolving needs of its citizens. It is a true driver of change that places technology at the heart of municipal services.” — Vivianne Gravel, President and CEO, bciti+
