Clarence-Rockland launches Canada’s first intelligent waste-collection management solution powered by ATNA, the responsible AI engine of the bciti+ platform

Montréal — December 2, 2025 — The City of Clarence-Rockland today announced the rollout of the test phase of its new multi-collection management module, powered by ATNA, the responsible artificial intelligence engine (pronounced a-T-na, like Athena) integrated directly into the bciti+ platform already used by residents across the municipality.

This initiative marks a Canadian first, and a decisive step toward a modern, proactive, and environmentally conscious approach to waste and recycling management.

A specialized AI expert, available 24/7 to assist every resident

With ATNA, residents can now:

Photograph an item, ask a question by text, or use voice
→ and instantly receive a personalized answer telling them which bin to use.

• Get practical tips to reduce bin contamination.

• View an interactive map showing local drop-off points (eco-centres, recycling depots, special disposal sites).

• Allow ATNA to automatically schedule reminder alerts for collection days, adapted to their address.

• Report a broken bin, missed collection, or damaged container,
→ and follow the resolution in real time.

This module is powered by the secure digital citizen card, geolocation, and Clarence-Rockland’s local rules, ensuring reliable, contextual, and sector-specific answers.

A structural innovation for cities: multi-source, multi-partner AI

This advanced tool leverages the full bciti+ architecture:

• Multi-source connector library

IoT devices, open-data systems, municipal systems, and local partners.

• Digital citizen card

Automatically personalizes information based on the resident’s address, collection zone, or real-time geolocation.

• ATNA responsible AI

Personalized guidance, traceability, ethical data governance, and cross-city supervised learning.

• Admin analytics + geofencing + AI recommendations

Usage statistics, recurring questions, contamination hotspots, communication optimization.

This solution forms a scalable Smart City vertical, positioning bciti+ as a leading player in municipal digital transformation—an emerging urban services operating system, and a natural competitor to global service-management platforms.

A citizen-centered test phase

The module is being introduced first to a select group of volunteer residents in order to:

• validate answer quality,
• fine-tune the AI model,
• optimize the user experience,
• integrate real-world feedback.

The full public release will follow this calibration stage, ensuring a reliable and sustainable service tailored to the community’s needs.

Statements

“This test phase allows us to trial the technology with our residents, gather their input, and ensure everything meets our expectations before the full rollout. We are proud to innovate in this way.”
Lindsay Doucet, City of Clarence-Rockland

“This initiative reflects the core mission of bciti+: providing organizations with modern, secure, and ethical technology that simplifies daily life while reducing operational costs. ATNA brings responsible AI directly into people’s everyday routines — and Clarence-Rockland is leading the way.”
